What is a CID?

A City Improvement District (CID) is a designated area where property owners agree to contribute to services that enhance the suburb beyond what the municipality provides. These services typically include:

Maintaining public spaces, landscaping, and cleanliness.

Public Infrastructure Improvements:

The CID is funded by a levy collected from all property owners in the area. This levy is managed by a board elected by the community, ensuring transparency and accountability.

How a CID Works

  • Legal Framework: A CID is established under municipal bylaws and requires majority support from property owners.
  • Funding Model: Each property owner contributes a small, fixed amount based on their property value, ensuring fair and consistent funding.
  • Management: A dedicated CID board oversees spending, ensures service delivery, and engages with local authorities to complement municipal services.

Importantly, the rate calculation will be based on the proposed annual CID budget, which is developed in response to the community’s expressed needs and priorities for the area. This ensures that the levy amount reflects what is realistically required to fund agreed-upon improvements and services.

Why We Need a CID in Our Suburb

Currently, only a handful of residents contribute towards safety and beautification through voluntary donations. This approach is unsustainable. A CID ensures that all property owners contribute fairly, distributing the financial responsibility equally and providing consistent funding for community improvements.

  • Improved Public Spaces: Regular maintenance, tree planting, and litter management.
  • Long-Term Sustainability: A structured plan with transparent budgeting, so we no longer rely on sporadic donations.

Note: To establish a City Improvement District (CID) in Cape Town, the City Improvement District By-law, 2023, requires obtaining majority support from property owners within the proposed area. This entails securing written consent from property owners who collectively represent more than 50% of both the number and the total municipal valuation of all rateable properties in the proposed CID. This dual majority ensures that both a majority of property owners and a majority in property value support the establishment of the CID.

Municipal Application:

Submit a formal application to establish the CID.

Implementation:

Once approved, levy collection begins, and services are rolled out according to a clear action plan.
